Filled this system this morning and it is now flushing in manual (no servo) at ~20psi.  Fluid is circulating though the 4-way (re-circulation position) valves; the Actuators are not valved in.
Manual mode means only the fluid level is monitored.  The pump will shut off if the level drops.
