STATE of H1: Lock Acquisition

SHIFT SUMMARY:
H1 was locked and Observing until ~3:52 UTC when an unknown Lockloss happened.  

Relocking notes:
I let H1 do everything on it's own, It relocked it's self eventually after going through PRMI and making it up to START_TR_CARM and Locklossing all the way back to DOWN.
But I just let it be and it Relocked it self on the next attempt and we made it back to NLN at 5:04 UTC. Observing at 5:07 UTC.

Dropped to Comissioning due to the SQZ-man needing to adjust it's self at 5:19 UTC, then got back to OBSERVING at 5:22 UTC with no intervention.
