IFO is in ENGAGE_ASC_FOR_FULL_IFO and ENVIRONMENT

Still not locked due to wind and microseism.

Microseism just went below the 90% line where it's now lockable. As that happened we got gusts of wind from 35 to 45mph. The wind just went below 30mph so I think this lock acquisition might just work!

We lost lock over 30 times in this acquisition, making it to TRANSITION_FROM_ETMX twice before losing lock seemingly due to instability.
