Updated SUS watchdog BANDLIM filter files for SUS with updated 0.1:5.3 Hz satamps

Jeff alerted me that we had never updated the SUS watchdog compensation filters for the suspension stages with the upgraded satamps (ECR E2400330). In the SUS watchdog filter banks, in the BANDLIM bank, FM6 contains the compensation filter for the satamps. I used a script to go through and update all of these for the suspensions and stages with their precise compensation filter values (the actual values of each satamp's channel's responses were measured and live in /ligo/svncommon/SusSVN/sus/trunk/electronicstesting/lho_electronics_testing/satamp/ECR_E2400330/Results/), then loaded the new filter files in. This filter module was updated for:
